Cloud DevOps Consulting in the UAE
Dubai and Abu Dhabi are established technology hubs for fintech, e-commerce and enterprise technology. AWS launched the me-central-1 (UAE) region in 2022, the first AWS region in the UAE, enabling in-country data residency for workloads with sector-specific data localisation requirements.
We help UAE-based companies and regional subsidiaries of international companies build cloud infrastructure with technical controls that support UAE data protection requirements, runs close to GCC customers, and can scale as you grow.
AWS me-central-1 (UAE) region
AWS me-central-1 (Middle East, UAE), launched in August 2022, lets you keep data in the UAE. The region requires opt-in. Service availability differs from larger regions, so we check the current AWS regional services list for every service in your design before committing to it.
Where a needed service is not available in-region, we agree an alternative with you instead of moving regulated data out of the country.
Treat any single region as a failure domain. We design across multiple availability zones, keep backups in a second location that your residency rules allow, and test restores, because being able to recover matters as much as where data sits.
UAE Personal Data Protection Law (PDPL)
The UAE personal data protection law is Federal Decree-Law No. 45 of 2021 (PDPL), which took effect on 2 January 2022. It covers the processing of personal data of people in the UAE, with rules on transfers, controller and processor obligations and data subject rights that resemble GDPR. It does not apply in the DIFC and ADGM, which have their own regimes. Its Executive Regulations, which set the compliance timeline, had not been published as of the most recent authoritative source we found, so confirm the current position with UAE counsel.
Some sectors, such as health, government and financial services, have their own data residency requirements. Your legal adviser tells us which apply to you.
Technical controls we can implement to support PDPL requirements:
- Region restrictions for regulated data categories, enforced with AWS SCPs or Azure Policy
- Encryption at rest and in transit with KMS customer-managed keys
- Access control and audit logging for personal data stores
- Data transfer controls: block transfers outside approved countries without appropriate safeguards
Legal advice on the PDPL should come from a UAE-qualified lawyer or legal firm. We implement the technical controls they specify, and we do not certify compliance.
Azure in the UAE
Microsoft Azure has two UAE regions: UAE North (Dubai) and UAE Central (Abu Dhabi). UAE North is generally available. UAE Central has restricted access and needs an access request, so we confirm it is available to you before planning it as a disaster recovery region. For Microsoft-stack clients or those already on Enterprise Azure Agreements, we deploy to UAE North.
Time-zone coverage
The UAE operates in GST (Gulf Standard Time, UTC+4). Working hours and response arrangements are agreed per engagement. Managed DevOps cover can be business hours, extended or 24/7 depending on the plan, and is confirmed in the written scope.
Billing and invoicing
Billing currency, VAT treatment and invoicing details are confirmed in the written scope. Ask your finance or tax adviser what your entity requires.
How does remote delivery work for a UAE team?
Delivery is remote, and everything we build lives in your own cloud accounts and repositories. You keep the accounts, the code and the access, so nothing depends on where our engineers sit. At the start of an engagement we agree a fixed scope in writing and name the senior engineer who is accountable for it.
The UAE runs on Gulf Standard Time, UTC+4, with no daylight saving. That means the offset from Europe changes twice a year while the UAE clock stays put, which is worth remembering when you schedule recurring calls. We agree a regular working window and the channels for day to day questions at kickoff, then confirm any change to the window in writing.
Most UAE businesses work Monday to Friday, though some organisations run a shorter Friday. Public holidays follow the Islamic calendar, so exact dates move each year and Ramadan hours are often shorter. We plan change windows around these dates and avoid scheduling risky production changes on the eve of a holiday.
- Time zone: UTC+4, no daylight saving
- Working pattern: usually Monday to Friday, with shorter hours in Ramadan for many firms
- Changes to production are agreed ahead of time and avoid holiday eves
- Work is delivered into your accounts and repositories, never ours
Which cloud regions can UAE workloads use?
AWS and Azure both operate regions inside the UAE. On AWS that is me-central-1, which opened in August 2022 and requires opt-in before you can use it. On Azure there are two: UAE North in Dubai and UAE Central in Abu Dhabi, and UAE Central has restricted access.
You choose the region and you own the account, so the data residency decision sits with you. We then design to that choice: policies that stop resources being created in unapproved regions, and storage and backup settings that respect the same boundary. Where a service is not available in-region, we agree an alternative with you rather than moving regulated data out of the country.
Treat any single region as a failure domain. Spread workloads across availability zones, keep backups in a second location your residency rules permit, and rehearse restores. Recovery capability matters as much as where the data sits, and it is cheaper to test it in a planned exercise than to discover gaps during an incident.
| Provider | UAE region | Notes |
|---|---|---|
| AWS | me-central-1 | Opened August 2022. Opt-in required. Check service availability before design. |
| Azure | UAE North (Dubai) | Generally available with availability zones. |
| Azure | UAE Central (Abu Dhabi) | Restricted access. Needs an access request before it can be planned as a DR region. |
What data protection rules apply in the UAE?
The main federal law is Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data. It sets out duties for controllers and processors, rights for individuals and rules on transfers. It does not apply inside the DIFC and ADGM financial free zones, which have their own data protection laws, so the right regime depends on where your entity is established.
Alongside the federal law, some sectors carry their own residency and security requirements, notably health, government and financial services. These sector rules are often stricter than the general law and they are the usual reason a workload must stay in-country. Your legal adviser tells us which ones apply, and we turn their decisions into technical controls.
We implement controls such as region restrictions, encryption with customer-managed keys, audit logging and access control. We do not provide legal advice or certify compliance. Because the Executive Regulations for the federal law were not published as of the latest authoritative source we found, confirm the current position with UAE counsel before you rely on any timeline.
What should we expect on procurement and contracting?
Expect a written statement of work that names the scope, deliverables, timeline and the senior engineer responsible. Larger and regulated buyers often add a vendor onboarding step, a security questionnaire and a review of how a supplier handles access to production systems. We can answer these from how we actually work: least privilege access, work performed in your accounts, and changes made through reviewed code.
Invoices for UAE entities are subject to UAE VAT at 5%, administered by the Federal Tax Authority. Your finance team should confirm the registration details and invoice requirements that apply to your entity. Commercial terms such as payment schedule and currency are agreed in the contract, not assumed.
Contracts for work that touches personal data should say who the controller and processor are, where data may be stored and what happens to access when the engagement ends. Settling these points early avoids delays at the signature stage.
- Written scope and deliverables before work starts
- Access arrangements and offboarding described in the contract
- Data location and processor roles stated for any personal data
- VAT and invoicing details confirmed with your finance team
How does an engagement run from start to finish?
An engagement starts with a working session to understand your current estate, your constraints and the outcome you need. From that we write the scope, including what is out of scope, so both sides know what done looks like. Work then proceeds in small reviewed changes against your repositories, which keeps every change visible and reversible.
For infrastructure work we favour infrastructure as code, with Terraform being the common choice, so that environments can be rebuilt and compared. For Kubernetes, we cover cluster design, deployment pipelines, monitoring and upgrades. For handover we leave runbooks and documentation in your repositories so your own team can operate what we built.
If you want ongoing help after the project, that is a separate decision with its own written scope. Nothing is bundled in by default.
